The rule of the first customs activity
Why you cannot simply pick the most convenient EU country for your EORI number.
The rule
Operators not established in the EU register in the member state where they first lodge a declaration or apply for a decision. This follows from the Union Customs Code and its delegated regulation. Swedish Customs therefore asks foreign applicants to show that Sweden is that member state.
Accepted proof
- Transport document (CMR, bill of lading, air waybill) with a Swedish place of entry or exit
- Order confirmation or invoice for a delivery to or from Sweden
- Correspondence with a Swedish customs broker or forwarder about the planned shipment
Already registered elsewhere?
If you already hold an EORI number from another member state, use that number in Sweden as well. A second number is not issued.
What we do not do
We do not submit applications where Sweden is not the first member state of customs activity. In that case we will tell you which authority is responsible.
